Also given that this year's calendar wasn't made (there weren't enough entries to fill a calendar) the 2012 entries will be included in the pool of entries for the 2013 calendar, too!
That looks fantastic! I am developing an inferiority complex :P As for the radioactivity, I just did some searches. I can't really find anything that is particuarly helpful.
In my mind's eye, the radiactivity wouldn't really look as if the buildings were glowing - more like there was a dim green light source coming from underneath them or low in the roads. It would kind of make sense that the radioactive light would be a little brighter between the buildings where there are heaps of surfaces for it to bounce off, and gradually escape higher up where those surfaces lessen. How to go about that, I'll leave that up to you.

I'm guessing you could add a slight glow to the buildings if you wanted anyway, since the bugs that consume the toxic material glow. That could add a bit of light. Oh and I do remember the sphere being mentioned. I think there was a scene where one of the teknoguilder's was rambling on about how it used to work XD
Perosnally, I'd add blotches of green to whatever I wanted to glow, blur it up a bit and set the layer to either screen or lighten.
I know nothing about artistic stuff, but I think your sphere is very effective, and I love the green glow you've added!

For the Silent Vale one, with the lighting, instead of using alighting effect, you could try putting a semi transparent layer of white over the hole thing and then using a fuzzy eraser brush to remove sections you don't want to be lit up and if you used a low opacity eraser, there'd be some white left over everything else to help make the picture more coherent?
I'm working on a piece but i have no idea if i will get it finished in time :s
im still new at this so i need to make sure i get the sizes and stuff alright on the computer :)
